Rule Engine API is too complicated

Rule creation API is very complicated, it is not very obvious what all the parameters should mean, and many parameters are required even even though one of the enum values would be a sensible default in many cases.

I think the simplicity of the API is very critical for the platform, and we need to review this. We also need to extend the documentation, or maybe even write a tutorial.
