Distillation steps are a massive hack

The change introduced in 0c10842 is a bit of a hack, so we could have multiple Heroku workers running the distillation as a one shot thing. Also, the workers time out over a given amount of time (I think 12 hours), so we need to reinvestigate how we do distillation when we have it as an ongoing thing.
