[DEV] Cloud init user configuration interface

Short Description
I think we need to be clear about the expectation around a user configuring cloud-init. From what I've seen from the test machines they mount a /data directory which stores a cloud-init config per node type/mac/etc. For containerization we should probably replicate (or figure out if that workflow was complete in the first place).

Definition of Done

• Workflow for cloud-init file by node type available within both the standalone go bin and the container itself
• Readme guidance for basic cloud init config covering:
  • how to write a file
  • how to run a command
  • how to run ansible/chef/salt
