Legal obligation vs. simple data publication: dealing with open data licenses

We should reach an agreement on how to handle the publication of data in detail. We are currently implementing a button for publishing tables. This means that data tables are moved from the model_draft to another topic.
As we do not want to officially publish any data that is not open, a review is required here. With the Open Peer Review feature, we do have a possibility to check the oemeta data and thus also the licence information in the peer review, but this places high demands on the reviewer. Making the completion of this process a condition for publication prevents a simple data publication process.
An alternative would be to only check automatically whether an open licence has been entered in the metadata before publication. However, this does not ensure that the data can actually be published in this way. A valid list of known licence names is also required
