OpenModelica build dependencies based on Ubuntu Jammy.
Suitable for OpenModelica v1.22 or higher.
The image contains both qt5 and qt6 so we can build and test the transition of OpenModelica clients from one to the other.
What's Changed

- Change the way OpenModelica sources list is populated
