Description
VMs with netplan as the NETCFG_TYPE (default one in ubuntu) don't process well network masks in numerical form

To Reproduce
Deploy a default ubuntu VM with a VNet where the network mask is defined as a number.
E.g. 24 instead of 255.255.255.0

Expected behavior
IP gets asigned and APLIED to the VM

Affected Component: Any Distro with netplan as the NETCFG_TYPE
Hypervisor: KVM
Version: 6.10
