Hi,
I'm wondering, why go with USB camera when there are quite nice IP camera modules supporting pretty good resolution at 25 or 30 FPS and outputting rtsp stream? It's possible to get a small network switch so BBB and camera would be connected to the network together.
Also, has anyone tried 1GB homeplug adapters yet? Any increase in perfomance?

The 1GB homeplug tends to require 3 wires to get above 500Mbs. You could easily add IP cameras that merge in to an ethernet switch to get the traffic up the tether via the homeplug adapter.
