missing charts in kap file archive #3

Some of the kap files are missing in the generated chart bundles. The osmcb project file for baltic sea include a definition for 2967 charts but the generated chart bundle (OSM-OpenCPN2-KAP-Baltic-20180802-1302) include just 1868 kap files.
