Allow SVG footer in motion export #4517

Description:
If a SVG file is activated as the image for to footer (left and right) then the image is not exported.

Reproduction:

download https://upload.wikimedia.org/wikipedia/commons/b/b0/NewTux.svg file, for example
Open a meeting
open files and upload the the file
mark the new file with one of the footer options in the three-dot-menu
open motions > create a motion > export it -> logo is not exported

What should happen:
It should be possible to use a svg file for footer options.
