User story: there are only so many secrets a repo or organization can hold before a limit is reached. Many organizations will use an external vault to store excess secrets - GitHub Actions helps to pull that information for functions utilizing those APIs. Establish a baseline workflow which can:

• Retrieve secrets
• Keep an event log of which user, which API, and what date
