with OpenVoiceOS/ovos-gui#53 (corresponding to ovos-gui version 1.0.0) a few changes are needed, this PR removes the bus upload of GUI resource files

• new path needs to be shared volume across all containers (anything that might want to use GUI, including PHAL and audio while classic OCP plugin is around) ~/.cache/ovos_gui
• qt5 GUI needs to be rebuilt to include fix:allow new protocol mycroft-gui-qt5#4
• refactor!:deprecate QML upload from bus ovos-bus-client#120 is also needed in all containers
• homescreen skill needs fix:wallpaper_paths ovos-skill-homescreen#111 or wallpapers won't show with new changes
• max message size config for bus is no longer needed for docker and can be left out of installer
