meta-selinux: Upgrade layer.

Keep up with meta-selinux, since there is no pyro branch actively
maintained.

This includes patches to the refpolicy and selinux tools that fix
recently seen AVCs that appeared with Linux upgrades and other projects
changes.
Also, python spurious dependencies have been upstreamed.
