Wizard: Add a base starknet foundry that people can download and use

🧐 Motivation
Make it easier for people to have a project that has tests and they can use to deploy.

📝 Details
In Wizard for Solidity we give delopers a base project with their smart contract that they can download and use. We should add the same to Wizard for Cairo. IMO this should have the following:

• Base starknet foundry project
• Some basic unit tests
• A script to deploy to a testnet
