Describe the issue

Currently the divider can be switched on (via the customisation) when there are no buttons displayed, so the divider is visible at the bottom of the card without buttons.

Expected Behavior

The divider toggle switch should be disabled unless there is a button on the card, so that the divider cannot be displayed unless buttons are also displayed.
