QEMU has emulation for ARMv6. However, running Arch ARM on it seems to be troublesome, and I have no access to a tuner that can be used with Raspbian.
Getting Raspbian on QEMU on Windows is pretty straightforward, though, so in theory, this seems like a promising solution for converting a PC into a receiver.
If anyone wants to take a stab at this, please leave us a note here.
What would be ideal is a shell/batch script that would set up the emulator and an image (the script could download one if it's a stock image), and any tweaks to the existing installer scripts and/or a new installer script that sets everything up for the end user.
