如何接入整图编译类型的硬件后端 #10597

看到 nnadapter 的新硬件接入方式，算子或者层组图，但是目前使用的硬件后端只是提供了从计算图直接编译(使用厂商自己的编译工具链)生成推理上下文的格式(厂商自己的格式)，没有提供算子注册，从层组图的 api，这种硬件可以适配进来吗？

从描述来看应该没法用 nnadapter，nnadapter 还是需要算子注册，可以考虑 onnx 的方式接入
