This is a build-time failure. Here is an extensively trimmed version of the output I get from attempting to install Math::Pari (via cpan) against an unthreaded perl built on Linux at v5.41.10-8-ge5ef137f91 (March 24).

@mohawk2 has provided a patch for this breakage in Math-Pari's upstream bug tracker. I downloaded Math-Pari's tarball from CPAN and applied that patch locally. I then tested Math-Pari on each of Linux and FreeBSD in two situations: one with the perl-5.40.0 release, and one with a perl built on blead within the last few weeks, i.e., a perl which contains the latest version of ExtUtils::MakeMaker which had a problem of configuring/building Math::Pari from CPAN. In all 4 cases Math::Pari configured, built and tested successfully.

So we can now label this ticket as "sendToCPAN" and "Not a Release Blocker".
