I definitely like your idea, I was thinking about improving the replacement options (i.e. --forbid-root) in general anyway. Instead of treating root specially (what might be a regular login), all users without a login (i.e. usually UID < 1000) should be treated specially. Also treating paths or some filesystems specially might be good additions.
I extensively use rmtrash, but for my personal use it's basically feature complete, everything else is just "nice to have" for my personal use. Unfortunately I currently don't have time to work on this, but I'm definitely happy to review and merge pull requests implementing this 😃 👍
