Integrate Record Type Labeling Logic

• Create logic piping URLs and associated HTML data into Huggingface for Record Type labeling
• Create endpoints for Human record type annotation

Part of the challenge for this is that the documentation on the record type labeler is sparse and I have been unable to find the code that trained the record type labeler (particularly the fine url classifier).

So we may need to redevelop that. Since we already have a training dataset and some documentation, it shouldn't (in theory) take too long, but we'll see how it plays out.

To that end I also created a new Machine Learning repository, which will be devoted exclusively to the development of Machine Learning models. This will help separate our API logic from more experimental logic.
