A number of linting issues in cli integration tests

• https://github.com/Polymer/polymer-analyzer/issues/537 – Analyzer doesn't extract tag names for a certain style of declaring Polymer 2.0 elements.
• Need declarative lazy imports for views, otherwise they look like undefined custom elements tools-sample-projects#3 – Elements that are defined in files that are lazily imported.

There may be other issues, I haven't gone through all the warnings yet, I'm disabling the linter integration tests for now.

@rictic I believe​ Polymer/polymer-analyzer#543 landed. I don't think that fixed the build for lazy imports though. Polymer/polymer-analyzer#643
