change ansible playbook solr configset uploading to use zip + api instead of cli

This only impacts projects using solr and has most impact on projects with changing solr configsets - most likely only geniza at this point, since S&co and PPA solr configurations are unlikely to be changing. However, this problem could block deploys from completeing.
