No it uses their name from the first time they ever made a ticket. Sometimes its two or three names ago. I tested this with a player. I had them make a new ticket fresh and it used their old name.
I have noticed this issue as well. One of my staff members has changed their name (a long time ago) but the plugin seems to keep the old name. Whenever that particular staff member handles any tickets, it will show their old name, which can be very confusing to players because their old name is nothing like their current name.
Old player names will still show as green if they're online.
When players change their name ReportRTS doesn't notice and will continue to use their old name. This is very confusing to staff.
