Separate project template file from project template config

Is your feature request related to a problem? Please describe.
Project template file must be duplicated if two different project configurations should be made available in "Oppsett av prosjektområde"
Furter this results in "standardmal.txt" from the PP365 package to be useless since copies have to be made.

Describe the solution you'd like
Keep template files (like the standardmal.xt) in a separate library separated from the config to be used for "Oppsett av prosjektområde".

New library 'Project template files' (Could reuse existing if all config columns is removed)
New list 'Project configurations" which:

• should keep the config from todays "Prosjektmaler"
• a reference to the templatefile in the new library should be added
• and further a reference to 'Prosjekttillegg' which could be configured the same way as 'Standardinnhold' is today
