How do we install from source on Windows?

I'm trying to follow this, but I was wondering once we get to pip install . or pip install av --no-binary av how do we provide the path for FFmpeg so we can install PyAV on Windows?

Edit: pip install av --no-binary av --config-settings="--build-option=build_ext" --config-settings="--build-option=--ffmpeg-dir=C:\FFmpeg" seems to work

But after installing I'm getting -

from av._core import time_base, library_versions, ffmpeg_version_info
ImportError: DLL load failed while importing _core: The specified module could not be found.

Found this issue but it was never resolved - #1270

If I find the av folder under site-packages and I copy all the dlls into that folder it works
Or do what was listed in the issue above by adding this before importing av-

os.add_dll_directory(r'path\to\ffmpeg\dlls')
