pyav returns 0 stream frames

Documentation mentions for a stream frames field will be zero if it is not known, can someone explain what is the cause of this and how it can be fixed ?

I have fixed this for some cases using stream duration and fps to compute frame count from this post but still in some cases stream duration is read as None value.
