Error for setup.cfg: expected '<document start>', but found '<scalar>'

Hi together, I get issues with my setup.cfg file which looks like this:

[pydocstyle]
convention = google
ignore-decorators = [property, abstractmethod]
add-ignore = D100, D104

[tool.bandit]
skips = ["B101"]

I get error now:

bandit...................................................................Failed
- hook id: bandit
- exit code: 2

[config]        ERROR   expected '<document start>', but found '<scalar>'
  in "setup.cfg", line 2, column 1
[main]  ERROR   setup.cfg : Error parsing file.

Not sure if its a bug or user issue? :)
