Bandit doesn't see any formats

I have bandit invoked via GitHub action (version 1.7.4), it used to be fine couple weeks ago without any problem (and it still fine on my local machine), suddenly the pipeline fails with:

Does anyone know what could be causing it?

Locally it works like a charm on the same version:
