When people do not run under Administrator, they'll often get permissions issues.

Wif.pl line 1238  says this:      make_path( "$web_server_location_full/$opt_environment/$yyyy" );

Update some of the write requests so that they fail with with a "Do you have write permissions? Run as Administrator" type message
