Update ecosystem projects to stop using qiskit.org (Intersphinx) #668

I had issues already open for this around the doc changes going on. Another aspect (and also another issue in each of the apps/algs repos) is to ensure any ecosystem links in docs like readme. tutorials etc where they were manually edited in are dealt with. The apps sometimes have links from one to another hence it needed the whole set of docs updating first to the new locations which is why they are all open for now.

Only two remaining projects: qiskit-community/qiskit-ibm-experiment#99 I've DMed a maintainer of qiskit-ibm-experiment. qiskit-research is blocked by CI failing for them on main, but a maintainer is working on fixing that this week. I'll close this ticket and individually monitor my two PRs to make sure they land. |

It'd also be good to update any projects pointing to
qiskit.org/ecosystem/<project>
to their new homes in GitHub Pages, per Qiskit/ecosystem#578.Not all projects use Intersphinx. The below list is the projects we should audit.
