Feature request: API for bulk upload

I would really like to be able to bulk upload restrooms using the API. Unfortunately, I don't know Ruby or Rails at all, or I'd make a pull request. Also, I know spam is always a concern and the maintainers probably want to avoid potentially opening the site up to more of it, so it seems right to ask: Is this something there'd be an interest in?

I'm not a maintainer, but a middle ground could include a csv import that's only accessible as a rake task, rather than an api. You'd have to contact a maintainer and ask them to preform the bulk upload. Which might discourage and screen for spam, but might also be a pain.

An option for the API is to allow bulk submissions via an API and have them sorted by IP and time stamp that and be able to block malicious IP addresses.

If you expose those endpoints and have someone monitoring them it should be pretty simple.
