not possible to change settings in 3.4.6

When plugin is installed in redmine 3.4.6, the plugin settings can not be changed.
As long as settings are not modified and there is no row in settings table corresponding to redmine_tagging_plugin the default settings are in place.
Once there is a change in settings which adds a corresponding row to settings, all settings are as not selected.
