When a user installs MKL on Windows without administrator privileges, the MKL install fails.

This is a known issue when installing on Windows as a non-administrative user.
The MKL installer requires admin privileges on Windows systems and will fail if you install to a user-specific folder.

Fix the installer so it no longer requires an admin install.
