Cache com.apple.finder.plist results

Writing a Finder tag always results in com.apple.finder.plist being read to look for tag colors. Look at how much time being spent reading this file when writing tags across many files and if necessary, cache the results (e.g. stat the file and if it hasn't changed, use the cached results)
