Streamline reactions: duplicate+close

Here is my suggestion for a bot template to close an issue and label it as "duplicate".

we believe that the issue you reported has already been reported by somebody else. Please have a look at #[ISSUE NUMBER OF THE EARLIER DUPLICATE] for further information. If you believe we closed your issue in error and your issue is, in fact, not the same as the one mentioned before, feel free to get back to us here and tell us why.

To be honest: currently I don't see that anybody picks up the idea I introduced here. Since this is a thing the RC folks would need to greenlight, it's probably a good idea to get in contact with some of the Rocket.Chat core folks to push things forward.
