This ports a similar structural control flow (SCF) impl as MLIR. It's not very clear to me if we need SCF at this stage. I don't see a more complicated control flow structure appearing in a quantum-related program. Simple SSA goto might be sufficient for error control stuff already...
It might be worth commenting for @kunyuan about this as I'm not familiar with your use cases.
