Does it mean that Parallel and Cloud tracks must be separate? - why?

You can have one submission for the Parallel track and Cloud track together. But not in one submission together with the other tracks. The reason is that we are still working on the CI so it supports those two tracks. But we wanted to give you the chance to already write your submissions without the CI being blocked from checking the other tracks. For now, you should also ignore the TestSolver checks by the CI for the Parallel track and Cloud track submission. They will always fail.
