I see in the web log file:

Writing empty tileindex to rawData/MS_FN_1111808-0102/tileIndex

And indeed that is created. This file is no longer used for anything and we can remove this code.

I still see these messages. Furthermore, it might be the case that buildSectionRunner looks for the tileIndex files to identify which sections to process.
