A user should be able to pull back a report. What the behaviour should be in that case is unknown.

Soft Delete
- This slightly breaks trust in the platform that a report cannot be deleted (maybe?)
- We would remove the reporter information and anonymise the incident.
- If a user is forced by a third party, we still retain the data.
Hard Delete
- We remove the data itself
  - Makes backing up difficult
- A user might be pressured by a third party to remove a report
