ISS refactor - batch 2

Second batch of changes coming from the ISS evaluation: - enable_rhel_repo helper replaced by parametrized fixture - added other fixtures for importing orgs - addressed updates as per PX comment - merged three cases to export/import CV using parametrization - moved to SCA org as default (cherry picked from commit a1c51f1)
