In workup summary dashboard, use signer or attending

Currently, only "signer" in workup counts as an attending having seen a patient (for the purposes of counting in the summary dashboard). Ideally, this would take into account either having signed the note or having been marked as the attending.

Additionally, this is something we might want more broadly. Perhaps we should think about incorporating it into the model or a manager?
