when a user is assigned for a review multiple "intro" messages are posted

If a user starts a PR and assigns people to the reviewers list then creates the PR with those people, an "intro" message will be posted for every user that was added in the list.

This is because of the webhooks that are triggered when creating the PR. The bot should ignore the hook that triggers referencing the added people. Since it is not ignored, it sees the event, sees that the message has not yet been posted, so it posts it.
