✨ [Feature request] - Add/modify Cliopatria fields on the polity map edit screen

Description of Improvement

The Shapefile ID field should be connected to ShapeID field in the model/table and Cliopatria GeoJSON by completing #167

Make it so that:

• The Shapefile ID field is a dropdown
• You can also optionally provide other Cliopatria fields (the entire set should perhaps be dropdowns)
  • Cliopatria GitHub edit template cliopatria#13
