Shifu 0.2.4 Embedded ZooKeeper Support

In Shifu 0.2.4, user no need to specify a zookeeper server. If not set in shifuconfig. A new embedded zookeeper server will be started in client process to support current Guagua training job.

This is a new feature provided by Guagua 0.5.X and Guagua 0.6.X.
