Can't rotate all paintable blocks

Issue Description:

When trying to rotate some painted blocks that are usually rotatable. It's impossible to do so. Have found the Minecraft Pillar Quartz Block and Minecraft Purpur Pillar (as a base) that can't rotate so far.

What happens:

Can't rotate painted blocks with base Minecraft Pillar Quartz Block or Minecraft Purpur Pillar

What you expected to happen:

Be able to rotate painted blocks with a rotatable base

Steps to reproduce:

1. Paint any paintable block with Pillar Quartz Block
2. Place down, put Wrench into the red X mode
3. Try to right click on painted block.
