Is your feature request related to a problem? Please describe.
There has been a pleasing increase in interest in direct use of the Rules API by the community of late. However those favouring the CLI to manage their Rules are missing out on the ability to enable/disable their Rules by the same method. Although it is not documented in the API Reference, and not implemented in the Core SDK, the API calls required are available in Postman and so are known to the community and implemented in community tools.

Describe the solution you'd like
To be able to enable and disable Rules using the CLI, appreciating that it would ideally require changes to the Core SDK first.

Describe alternatives you've considered
I can do it myself from the command line, but it isn't me we are talking about.

Additional context
I have not submitted an issue for the Core SDK as I don't use that directly.
