This felt like a very fraught situation to me, so I was glad to have a template to work from.
This is how I made the decisions:
SI email used to register - automatically assumed they were affiliated
other email used to register but legit SI unit listed
first, googled their name and "smithsonian" and often they would pop right up and I could see that they were affiliated
second, if this didn't lead to anything, I needed to follow up with an email.

Potential email template (to be sent from the Carpentries email):
Dear [Registrant],
Due to the increased demand and limited space of our Smithsonian Carpentries workshops, we are only able to offer this workshop to Smithsonian staff, contractors, fellows, and interns. Can you let us know how you are affiliated with the Smithsonian? Otherwise we will need to release your workshop registration for a Smithsonian affiliate.
