Comments are garbled

Hello, the comments in file TILT.cpp are garbled. Maybe they are Russian. Can you change them to english?

Hi. yes, comments are in Russian in CP2051, github uses UTF-8, so, they are shown wrong. Now have no time to fix it. Hope you manage the translation, you also can check original MATLAB sources, as I remember, they are the same. I just translated the code from MATLAB. And there is a link to the paper in the readme.
