drop python 3.7 support at EOL in June 2023 #80

Some of our tests rely on python 3.7 which EOL in June 2023. When we do this we should update ipython from 7.X to 8.X

* Bump version: 0.3.0 → 0.3.1

* Added dependabot reqs.

* Bracketed the ipython requirements for allowing tests to pass for python 3.7 which is EOL in June 2023 (see issue #80)
