Integrate warnings from lognag

David's tools are very helpful in figuring out what is actually remaining to do. We should be able to run them after each new revision of a page to see what is remaining, and not allow approval until we remove all errors.

Currently the tools are in perl, although this probably isn't a concern. More of an issue is that (IIRC) things like acceptable character identifiers are hard-coded.
