If the log in the issue is to be believed, getting depot key still worked, only manifest code failed? If so, perhaps we should keep that behaviour. |

I'm not sure, either behavior seems to work in all scenarios. |

Looks like the behavior reverted in 3143362 is now correct. Tested app 90 from anon account and app 220 from my personal account and both download fine.
Fixes #569.
